The hydrostatic convention b=f0ψz may refer to full buoyancy or to its anomaly relative to N2z. Subtracting the uniform reference profile changes ψ by −N2z2/(2f0) and changes q=f0+∇h2ψ+(f02/N2)ψzz by the uniform constant −f0. Horizontal velocity and potential-vorticity gradients are unchanged, so the advection and stability dynamics are identical. Stating the convention avoids mistaking this reference constant for a dynamical gradient.
