For a wave penetrating a nonmagnetic good conductor in the +z direction with time convention e−iωt, its wavenumber is k=(1+i)/δ, with skin depth δ=2/(μ0σω). If E∥x, Faraday's law of induction gives H=[k/(μ0ω)]Exy. Thus the field ratio is Zs=Ex/Hy=(1−i)/(σδ), equal to the displayed expression. Magnetic and electric fields have equal exponential penetration lengths but a phasor phase difference π/4; Hy has the positive phase relative to Ex in this convention.
