For Ta,b=inf{s:Ws=a+bs} with a>0, exponential tilting of the terminal Brownian value gives eθ2t/2 times the barrier-survival probability for Brownian drift θ−b. Thus the moment equals eθ2t/2[Φ((a+(b−θ)t)/t)−e2a(θ−b)Φ((−a+(b−θ)t)/t)] for every real θ.
