A Gamma–Poisson hierarchical model uses Yi​∣θi​∼Poisson(ti​θi​), θi​∣b∼Gamma(a,b), and b∼Gamma(c,r), with gamma distributions in shape-rate convention. Conditional independence gives full conditional distributions θi​∣b,y∼Gamma(a+yi​,b+ti​) and b∣θ,y∼Gamma(c+na,r+∑i​θi​).
