A neutralization is a chemical reaction between a chemical acid and a chemical base. In the buffer solution example, hydroxide takes a proton from the weak acid to form water and the conjugate base. The stoichiometry updates the partner inventories before the approximate chemical equilibrium calculation. The name does not require the resulting pH to be 7.
