Ciro Santilli found this image and others during his research for Section "Cool data embedded in the Bitcoin blockchain" by searching for image fingerprints on every transaction payload of the blockchain with a script.
The image was uploaded by EMBII, co-creator of the AtomSea & EMBII upload mechanism, which was responsible for a large part of the image inscriptions in the Bitcoin blockchain.

Ciro Santilli had some naughty OSINT fun finding some of the websites of this defunct network in 2023 after he heard about the 2022 Reuters report on the matter, which for the first time gave away 7 concrete websites out of a claimed 885 total found. As of November 2023, Ciro had found about 350 of them.

. This is another website that was used as one of the CIA 2010 covert communication websites. This website is written in Brazilian Portuguese, and therefore suggests that the CIA had assets in Brazil at the time, and thus was spying on a "fellow democracy".
Although Snowden's revelations made it extremely obvious to the world that the USA spies upon everyone outside of the Five Eyes, including fellow democracies, it is rare to have such a direct a concrete proof of it visible live right on the Wayback Machine. Being Brazilian, Ciro Santilli is particularly curious about the existence of a Brazilian-focused website one mentioned in the article, as well as in other democracies.

It is worth noting that democracies represent just a small minority of the websites found. The Middle East, and Spanish language sites (presumably for Venezuela + war on drugs countries?) where the huge majority. But Americans have to understand that democracies have to work together and build mutual trust, and not spy on one another. Even some of the enlightened people from Hacker News seem to not grasp this point. The USA cannot single handedly maintain world order as it once could. Collaboration based on trust is the only way.
Snowden's 2013 revelations particularly shocked USA allies with the fact that they were being spied upon, and as of the 2020's, everybody knows this and has "stopped caring", and or moved to end-to-end encryption by default. This is beautifully illustrated in the Snowden when Snowden talks about his time in Japan working for Dell as an undercover NSA operative:
NSA wanted to impress the Japanese. Show them our reach. They loved the live video from drones. This is Pakistan right now [video shows CIA agents demonstrating drone footage to Japanese officials]. They were not as excited about that we wanted their help to spy on the Japanese population. They said it was against their laws.We bugged the country anyway, of course.And we did not stop there. Once we had their communications we continued with the physical infrastructure. We sneaked into small programs in their power grids, dams, hospitals. The idea was that if Japan one day was not our allies we could turn off the lights.

It is encoded one line per transaction with OP_RETURN, but the ordering is completely scrambled. This is the very first taproot enabled block, foreshadowing the great inscription boom that taproot would lead to, notably in the form of ordinal ruleset inscriptions.This ASCII art had been previously noted by sroose and decoded by brando2131 on Reddit, and was brought to our attention by Bagfoot OP446 on twitter. Ciro Santilli had previously spotted the art, but failed to decode it. "ZENON NETWORK" is inscribed just after the art confiming the meaning of the characters, but it does not appear in our ASCII dumps presumably because the string it is too short and surrounded by non-ASCII.

Code 9.ZN inscription.Each line is encoded with OP_RETURN, is 38 bytes long, and starts and ends in 6 spaces, leading to 26 non-whitespace characters per line. The lines appear in scambled order and it is unclear if there is any logic in the ordering or if it was just meant as a little puzzle. This paper may have fallen into the public domain in the US in 2022! When the École Polytechnique mathematics department didn't let Ciro Santilli do his internship of choice due to grades Updated 2025-02-13 +Created 1970-01-01
This was one of the only bad experience Ciro had at Polytechnique, besides the inevitable fear of not graduating.
Ciro wanted to do a robotics internship in Germany, linked to his interests in artificial general intelligence, see also: Section "Ciro's 2D reinforcement learning games".
But the head of the applied mathematics department Polytechnique prevented him from going because Ciro didn't have the necessary grades, even though the Germans had already agreed to it: he had a C, but he needed a B. As mentioned at École Polytechnique, most Brazilians had crappy grades due to their Polytechnique-incompatible background.
This was done because in the past students with bad grades had abandoned their internships halfway and given foreigners a bad impression of Polytechnique.
It is impossible to say if the head of department really agreed with this bullshit policy, or if it was something beyond his powers and he hid his true opinion, but it felt like the agreed.
What an extremely limited view!!!
To leave the worse, the worse. To assume that grades mean anything!
And thus Ciro had to choose a last moment internship that he hated, rather than becoming the greatest roboticist that ever lived, and did terribly at it.
At least on the other hand Ciro learnt Python instead of working at the internship, and became the greatest programming tutorial writer that ever lived. Maybe.
